First Choice' for quality homes for vulnerable people who may have additional needs

First Choice Housing Association provides quality homes for vulnerable people.

First Choice was set up in 1988.
We develop ‘ordinary homes in ordinary streets’.

We want vulnerable adults to live as independently as possible in their local community.


We work with local authorities to deliver

well-designed homes.


We currently work in 19 local authorities in Wales and in Shropshire, England.

First Choice can work in all 22 local authorities in Wales.

Our homes are designed to meet the needs of people with a range of disabilities and additional needs. We also provide homes for veterans to enable supported living options in their transition from military to civilian life.















Our Board


First Choice is run by a Board of Management. Our Board members volunteer their time to work with First Choice. Each member is elected at our Annual General Meeting (AGM).


The Board of Management has overall responsibility for the Association. Day to day control is given to the Chief Executive.


Our Board meets every two months at our offices in Penarth. At these meetings Board discuss the work of the Association, look at our performance and make sure we achieve the objectives we set.




Our Board of Management also hold extra meetings called Committees. These include:


Scrutiny Committee

To discuss and monitor the performance of First Choice. This helps us make our services even better for you.


Human Resources Committee

To discuss staff issues. This means we will have a well-trained staff team to meet the needs of tenants.



Our Performance



First Choice monitors our performance to look at ways we can improve our services further.


We issue all our tenants with questionnaires to get feedback on your satisfaction with our services.





These include satisfaction questionnaires for maintenance jobs, new homes and events. We also send out an annual survey to all tenants to find out what you think of our services.


This helps us to find out what we are doing well and what areas we can look into making better for our tenants.

Service Standards


First Choice has a set of service standards.


Our service standards outline the minimum standard of service you can expect from First Choice.


We developed the standards with our tenants to find out what was important to you.



These standards help us monitor our services we provide to you. We set a target of 90%.
